Abstract:

Omuthiya Town Council applied for an Environmental Clearance Certificate (ECC) for the Subdivision of Erf 53, Omuthiya and the Creation of Streets, Omuthiya, Oshikoto Region in 2015. The Environmental Assessment (EA) for the proposed development was conducted by Africa Planning Forum in 2015. Following the submission of the final Environmental Assessment Report, the ECC was granted as per letter dated 08 February 2016 (Appendix A). In accordance with the Environmental Management Act No 7 of 2007 and the Environmental Impact Assessment Regulations of 2012 the ECC is only valid for three years and as such the ECC expired in February 2019. Omuthiya Town Council has thus appointed Stubenrauch Planning Consultants (SPC) to apply on their behalf to the Ministry of Environment, Forestry and Tourism (MEFT) for the renewal of the ECC. The approved EMP which was initially submitted to MEFT was drafted in 2015. No construction has commenced on site as such the environmental impacts assessed and mitigation measures outlined remain unchanged.
