Abstract:

Tulaing Properties (Pty) Ltd applied for an Environmental Clearance Certificate (ECC) for the Township Establishment of Tulaing Estate Proper, Extension 1 and Extension 2, Creation of Street and Installation of associated infrastructure, Karibib, Erongo Region in 2017. The Environmental Assessment (EA) for the proposed development was conducted by Africa Planning Forum in 2017. Following the submission of the final Environmental Assessment Report, the ECC was granted as per letter dated 27 February 2018 (Appendix A). In accordance with the Environmental Management Act No 7 of 2007 and the Environmental Impact Assessment Regulations of 2012 the ECC is only valid for three years and as such the ECC will expire in February 2021. Tulaing Properties has thus appointed Stubenrauch Planning Consultants (SPC) to apply on their behalf to the Ministry of Environment, Forestry and Tourism (MEFT) for the renewal of the ECC. The approved EMP which was initially submitted to MEFT was drafted in 2017. No construction has commenced on site as such the environmental impacts assessed and mitigation measures outlined remain unchanged. Based on these initial findings, GCS Namibia do not foresee any activity during the proposed development that may pose a significant environmental risk to the biophysical or social environment on these sites. As a result, we are of the opinion that there is no need for a full Environmental Impact Assessment study to be conducted for the reason that the significant effects associated with the proposed developments are minimal.
