Abstract:

Finke – Bismark 66kV powerline runs from Finke substation to Bismarck substation in Khomas Region. This powerline was constructed in 2012. Under the Environmental Management Act (Act 7 of 2007) and the Environmental Impact Assessment Regulations (2012), the activity described as "The construction of facilities for the transmission and supply of electricity…" requires an Environmental Clearance Certificate. Section 57. (1) states that "A person who, on the date of commencement of this Act, undertakes a listed activity under an authorisation, may continue to undertake such an activity for a period not exceeding one year, or such longer period as the Minister may approve". There was no EIA study conducted before the construction of Finke – Bismark 66kV powerline. It is therefore against this background that NamPower intends to apply for the operational Environmental Clearance Certificate in order to comply to the Management Act (Act 7 of 2007) and its regulations.
