Abstract:

The following activities are triggered by the Project: 3.1 The construction of facilities for any process or activities which requires a licence, right or other form of authorisation, and the renewal of a licence, right or other form of authorisation, in terms of the Minerals (Prospecting and Mining) Act, 1992. 3.2 Other forms of mining or extraction of any natural resources whether regulated by law or not. 3.3 Resource extraction, manipulation, conservation and related activities. 2. Details of the activity(s) covered by the environmental clearance certificate: Background Information The //Karas Regional Council on request by the Oranjemund Town Council commissioned a feasibility study to investigate the possible construction of municipal services for the townships of Kudu Gas, NAMDEB and Extension 4A, situated within the town of Oranjemund. As part of the construction of the mentioned services, base gravel is required, which is obtained from three identified areas (i.e. new quarries). Following the feasibility study, the //Karas Regional Council has as part of the Targeted Intervention Program for Employment and Economic Growth (TIPEEG), allocated funds for the extension of Oranjemund Town`s sewer, water and electrical reticulation networks, as well as the provision of storm water infrastructure and gravel roads for the townships of Kudu Gas, NAMDEB and Extension 4A. As per the recommendations of the Feasibility study and in line with Namibia`s Environmental Management Act (No. 7 of 2007), an Environmental Clearance Certificate should be obtained for the activity of ‘quarrying’ as it triggers certain listed activities (Government Gazette No. 29 of 2012). The Project: The Project entails the extension of existing municipal services to service the townships of Kudu Gas, NAMDEB and Extension 4A Townships. As part of the mentioned services, base gravel is required, which is obtained from three identified areas (i.e. new quarries). The three quarries serve both the immediate need (for the current project) as well as for future construction activities requiring base material. Two of the quarries are situated within Oranjemund Town and Townlands, while the other is situated within the NAMDAB Mining Area and by default also in the Sperrgebied National Park. All three of the quarries are located north of Oranjemund town and thus away from the RAMSAR site and Orange River mouth. Scale and Scope of Activity: The scope of the this project is limited to obtaining an Environmental Clearance Certificate renewal for the Quarry Activities for purpose of base material for the construction of municipal services at Oranjemund town. The town of Oranjemund is a sustainable and well-maintained urban area providing in the various activities and services. The Town consists of a prominent residential component providing accommodation to the approximately 9,000 residents. Evident of all mining towns, Oranjemund have a very well-established recreational facilities providing in a variety of sports (cricket, rugby, soccer, etc.). Institutional activities provided consist of churches, crèche, schools etc. All of these activities are provided with basic municipal services such as water, electricity, sewage, roads and telecommunication. Currently the Oranjemund Town Council, with the assistance from NAMDEB Diamond Corporation (Pty) Ltd, is responsible for the administering of the town, as well as provision of all municipal services to the community. Although Oranjemund was proclaimed a town it remains a restricted area until such time as Government Notice 97 of 2000 (Declaration of Diamond Area No. 1 as restricted area) is expressly withdrawn by NAMDEB. As per the requirements of the Act Regulations, continued public involvement is promoted.
