This documents reports on the findings of a study [...] collecting baseline data concerning the challenges and successes of Community Based Water Management (CBWM) in Kavango region. The survey was implemented from August to September 2010 in 8 constituencies. The study introduces the theoretical underpinnings of community based management (CBM) and provides the context within which the Government of Namibia's effort to increase the population's access to safe drinking water to within walking distance of 2,5km is being undertaken.
