There is no Seed law in Namibia, which regulates and directs activities in the seed sector. There is no seed certification scheme with validated field and laboratory seed quality standards, to regulate seed production and certification. There is need for the enactment of a Seed Act whose implementing regulations will include an official Seed Certification Scheme.
