Abstract:
There is currently no standard method for analyzing claims of environmental inequity. Neither is there a database of statistics on the extent of relationship between regional indicators of environmental quality, likely sources of pollution, and the demographic characteristics of affected populations. The resolution of environmental disputes is often hampered by inadequate communication between stakeholder groups about their perceptions and prioritization of the issues in dispute and by differential access to information about the issues by each stakeholder group. This paper describes a web-based tool, ICEP, that uses multi-layered GIS maps to establish a standard method for analyzing claims of environmental inequity and establish a database of correlation coefficients between environmental indicators, industry type by SIC code, and demographic characteristics of the population in proximity tonoxious facilities.
