Abstract:

The forestry governance framework seeks to address the plight of communal farmers within recognised community settings to utilise the forest resources for commercial gain in the immediate term. The consideration to allow commercial use of forest resources in/ from communal land areas is based on using the bush-biomassbased value chains to be supported in selected communities, and primarily includes the ability of a community/ communal farmer to prove: Compliance with legal provisions: Land ownership and/or tenure; Sustainable1 resource management; Responsible bush control and responsible use of technology; Access and benefit sharing modalities available in a community or community-based organisation applying for forestry related permits and licenses Additional factors for consideration include; Organisational structure of the community to implement the management system of the forest governance framework; Internal capacity of the community, e.g., knowledge/ skill of community members to fulfil the terms and conditions attached to obtaining permits and licenses.
