Abstract:

Benguella Fishing (Pty) Ltd is a Walvis Bay based company that is involved in the fishing of deep-water fish off the coast of Namibia. The company operates 4 fishing vessels for the processing and deep-freezing of fish. Benguella Fishing has a staff complement of approximately 155 employees. For bunkering of its trawlers, the company procures diesel from Engen Namibia (Pty) Ltd where it is stored in 2 x 80 000 litres capacity above ground tanks. It uses between 250 000 to 300 000 litres of diesel per month. ENGEN Namibia (Pty) Ltd is a leading marketer of liquid fuels and lubricants in the country. The existing Engen installations have a valid Petroleum Consumer License approved by the Ministry of Mines and Energy. The site operations and installation are in accordance with Engen Namibia (Pty) Ltd policies and regulations. In terms of the Environmental Management Act 7 of 2007 (Government Notice No. 29), certain activities may not be undertaken without an Environmental Clearance Certificate (ECC). This activity is included in the above-mentioned list. An ECC was applied for and obtained for this facility. The ECC is valid for a period of three (3) years and has thus expired. Engen appointed Environam Consultants Trading (ECT) to apply for the renewal of the ECC on its behalf.
