Abstract:

The scope of this project is limited to obtaining an Environmental Clearance Certificate for Environmental Clearance Certificate Renewal for the Osona Village Master Plan: comprising the Township Establishments of Osona Village, creation of street, subdivision of erven and installation of bulk services in Okahandja, Otjozondjupa Region. Preferred Land Development Holdings (Pty) Ltd applied for an Environmental Clearance Certificate (ECC) for the Osona Village Master Plan in 2018. The Environmental Assessment (EA) for the proposed development was conducted by Africa Planning Forum in 2018. Following the submission of the final Environmental Assessment Report, the ECC was granted as per letter dated 18 December 2018 (Appendix A). In accordance with the Environmental Management Act No 7 of 2007 and the Environmental Impact Assessment Regulations of 2012 the ECC is only valid for three years and as such the ECC expires in December 2021. The proponent has thus appointed GCS Water and Environmental Engineering Namibia (Pty) Ltd (GCS) to apply on their behalf to the Ministry of Environment, Forestry and Tourism (MEFT) for the renewal of the ECC. The approved EMP which was initially submitted to MEFT was drafted in 2018 and has subsequently been updated. The significance of negative impacts can be reduced with effective and appropriate mitigation provided in the EMP. If authorised, the implementation of an EMP should be included as a condition of approval. As a result, we are of the opinion that renewal of the ECC be granted for the reason that the significant effects associated with the proposed developments are minimal.
