Abstract:

The Environmental Clearance Certificate renewal is for: Energy Generation, Transmission and Storage Activities - Activity 1(b) - The construction of facilities for the transmission and supply of electricity. Waste Management, Treatment, Handling and Disposal Activities - Activity 2.3 - Temporary storage of waste. Forestry Activities - Activity 4 - Removal of protected species. Land Use and Development Activities - Activity 5.2 - Establishment of Land Resettlement Scheme. Water Resource Developments - Activity 8.9 - Construction and other activities within a catchment area. Hazardous Substance Treatment, Handling and Storage - Activity 9.5 - Facility for the above ground storage of diesel. Infrastructure - Activity 10.1 (a) - The construction of water bulk supply pipelines. Infrastructure - Activity 10.1 (b) - The construction of public roads. 2.1 Title of Activity: The proposed Township Development of mixed land uses and includes the construction of various municipal services, and eventually structures of residential and business nature, on the remaining extend of Portion 57 of the Farm Nubuamis No. 37, Windhoek (Khomas Region). 2.2 Location of Activity: The proposed Thorn Valley Township is located on the remaining extend of Portion 57 of the Farm Nubuamis No. 37, which is situated approximately 5km north of the Windhoek CBD, along the A1 (Windhoek-Okahandja Main Road). The particular Property is located within the jurisdictional boundaries of the Municipality of the City of Windhoek, as per Proclamation 26/92, within the area commonly referred to as Brakwater. 2.3 Nature of the Activity: The proposed project entails the development of a mix-use township with various services (i.e. roads; sewer lines; potable water lines; electricity lines and storm water), which is being done in phases. The main sewer line extending northwards from the Property over other portions to link-up with the new Ujams Wastewater Treatment Plant`s main incoming line, is surrounded with other bulk infrastructure (NAMWATER bulk supply line; NAMPOWER and CoW powerlines; Paratus fibre optic line and Telecom lines). 2.4 Scale and scope of Activity: The proposed Thorn Valley Township development comprises of 123 erven of a variety of land uses, i.e. residential, business and open spaces. The township layout has been designed considering the more sensitive outcrops, which has been earmarked for open spaces (representation of 20% of the total land) and very low density residential. The lower-lying and flatter area forming part of the larger Klein Windhoek River Valley has been earmarked for higher density residential and business activities. The proposed development is currently underway. Potable water supply and Infrastructure Bulk potable water will be supplied from the Lafrenz reservoir, located about 600m to the south of the Thorn Valley Township. The individual erven will be supplied via an underground water reticulation network meeting the requirements of the City of Windhoek. The total expected average daily water demand is 280m³/day. Construction of the network will be according to the prescribed standards of the City of Windhoek and will comply with SANS1200.The general water layout for the Development has been approved by the City of Windhoek.
