Abstract:

Renewal of environmental clearance certificate for the 5MW AC photovoltaic plant in Outapi, Omusati Region, Namibia. Title of Activity: A 5MW AC solar park, located on a portion of land, which is southeast of Outapi town, Omusati Region. Nature of Activity: The operational activities of the existing solar photovoltaic (PV) generation station where photovoltaic modules convert solar irradiance into electricity. Scale and Scope of Activity: The operation of the existing Solar Photovoltaic plant on a 7-ha land which is southeast of the Outapi town. An Environmental Impact Assessment (EIA) and Environmental Management Plan (EMP) reports were submitted in August 2015, in order to support the application for ECC for a 5MW AC solar PV plant. An ECC for the solar PV park was issued by the Environmental Commissioner in October 2015. The following is the summary of the activities associated with the operational and rehabilitation stages of the solar PV park: Operations of the solar panels at Outapi, which are installed on a single axis horizontal tracking system, following the sun from east to west where sunlight is converted into electricity when reaching the solar panel. Solar Energy Generation and Maintenance (for 25 Years); and  Decommissioning (After 25 Years) / Upgrade of Facility.
