Abstract:

The Lewcor Group (hereinafter referred to as The Proponent) is contracted by the Road Authority (RA) to supply road construction materials and/or aggregates for the rehabilitation and upgrading of the TR1/6 Road between Windhoek and Okahandja. The Proponent has been involved in a wide range of commercial, mining and infrastructure development projects, undertakings and businesses for over 30 years. The Proponent is seeking approval of the Ministry of Environment, Forestry and Tourism to continue to establish and develop a rock-quarry and a processing facility on the farm Waldau 12 which is located about 8 km west of Okahandja town in the Otjozondjupa Region. The need for the quarry has become an urgent priority for the ongoing road upgrading works. Thus, the quarrying of good quality diorite rocks for crushing at the crusher plant for the production of good-grade rock chips is an important activity to meet the volume and standard requirements needed for the purposes of the road rehabilitation and upgrading. The proposed quarry site is selected following a considerable geological investigations, coupled, understandably, with a number of farm owner discussions. Quarrying as a mining activity, forms part of the listed activities which may not be undertaken without an Environmental Clearance Certificate (ECC). Under section 27 (1) of the Environmental Management Act (EMA), 7 of 2007, in line with Section 32-37 of the EMA as gazetted in 2012, the quarrying works on farm Waldau No. 12, form part of the listed activities and may not be carried out without an Environmental Impact Assessment (EIA) being undertaken; and an Environmental Clearance Certificate (ECC) from the Department of Environmental Affairs (DEA) of the Ministry of Environment, Forestry and Tourism (MEFT).
