Abstract:

Two possible approaches to rural development exist. One view is that rural people should be assisted to remain in rural areas. This will require substantial public investment in physical infrastructure (roads, water supplies, schools, clinics, electricity) and in livelihood activities, specifically arable agriculture and small-scale rural industries. The opposing view is that 'traditional' rural livelihoods are unsustainable and that arable agriculture will virtually disappear because Botswana has little comparative advantage in crop cultivation and because this is not a preferred occupation for young people.
