Statutory Mandate and CRAN Compliance Driver The development of telecommunication infrastructure at Sikanduko in Rundu (Kavango East Region), serves as an immediate intervention to fulfill the strict licensing conditions imposed by the Communications Regulatory Authority of Namibia (CRAN). PowerCom (Pty) Ltd operates under a legal obligation to uphold nationwide network stabilization and Quality of Service (QoS) frameworks. Consequently, this project is a mandatory compliance directive rather than an optional commercial expansion. Procrastination in deploying this site exposes the Proponent to severe statutory penalties, legal liabilities, and prolonged non-compliance regarding network reliability, signal dropped-call frequencies, and data transfer speeds within the northern region. 2. Socioeconomic Context and Localized Urgency Sikanduko and the broader Rundu precinct are experiencing unprecedented population growth and commercial expansion, outstripping the capacity of existing telecommunication assets. The resulting core network congestion severely bottlenecks local business operations, limits public institutional capacity, and compromises emergency response networks across Kavango East. Expediting this Environmental Clearance Certificate (ECC) is essential to transition the community away from overstretched legacy networks and introduce resilient 4G/4.5G connectivity capable of supporting modern civic and economic demands. 3. Environmental and Social Justification A critical appraisal of the proposed location indicates that the development is confined to a heavily modified municipal footprint. Because the site is situated within an established township zone, the risks to local flora and fauna are negligible. Any localized disturbances arising during the development phase - primarily brief increases in ambient noise, localized dust emissions, and civil works - are short-term, predictable, and fully addressable through standard mitigation measures detailed in the Environmental and Social Management Plan.
